Overview of Financial Affairs Department


It is one of the central departments in the Academy and one of the main pillars on which the Academy relies. It takes responsibility for integrating transactions and procedures for financial matters, and it controls all financial transactions carried out by the Academy,In addition to the distinguished role that links it to the various departments and sections.

The objectives of the Financial Affairs Department emanating from theAcademy strategic goals:


  • Collecting all kinds of fees, such as registration fees, course hours, and transportation fees, depositing the collected amounts with the bank daily, and implementing the agreement terms Signed with the University of Jordan and Al-Balqa Applied University.
  • Reserve courses(hours) for students during the registration process
  • Prepare financial duesfor various governmental and private entities.

The University Fees:


Financial instructions for the registration, withdrawal, transfer, transfer and dismissal of students from the university issued by the Council of Deans of the University based on article (51) of the financial system in force at the University of Balqa applied for the year 1998 and its amendments.

  • Article (1) :
    • These instructions are called (financial instructions for the registration, withdrawal, transfer, transfer and dismissal of students) and are effective from the date of their approval by the Council of Deans on 14 August 2017.
    • The following words and phrases have meanings and are contained in relation to each of them unless the presumption indicates otherwise:
      • University: Balqa Applied University.
      • President: Rector.
      • Dean: Dean of the college enrolled in the student.
      • College: Any of the colleges enrolled by the student.
      • Regular semester: the first or second semester of each university year
      • Free study: A student who studies one or more subjects at the university and is not enrolled in it.
  • Article (2) : These instructions apply to regular university students to obtain any of the certificates awarded by the university.
  • Article (3) : With drawal and addition:
    • Registration dates for any semester and the date of withdrawal and addition are announced according to the university calendar and what is determined by the Registrar General with the approval of the University President.
    • The student will register and pay the fees due for the hours on which each was registered according to his acceptance basis and the registration of the materials shall be cancelled in case the full tuition fees are not paid before the beginning of the withdrawal and addition period.
    • The reservation of hours for students who do not pay the tuition fees scheduled at the end of the withdrawal and addition period is cancelled by the Financial Affairs Unit.
    • The student is allowed to withdraw and add during the days of withdrawal and the announced addition from the Admissions and Registration Unit and is not confirmed in his register (withdrawn) and is charged for the material or materials.
    • The student is allowed to withdraw from one or more subjects within a maximum period (12) weeks from the start of the regular semester and (6) weeks from the beginning of the summer semester, provided that the number of hours recorded (9) is not allocated to him and the fees of the withdrawal suppalled.
    • Any marks are not credited to any student at the university (retroactively) after the end of the delivery period, the marks of the admissions and registration unit and their adoption, except those with which an incomplete decision has been made.
    • The Admissions and Registration Unit distributes the lists of registered students (paying for the fees) and no student who is not registered is allowed to attend lectures or apply for any examination, nor is it allowed to receive any papers from any faculty member in the presence of unregistered students or credit marks for them.
  • Article (4) : Withdrawal from the university.
    • The fees for the approved hours for the student who has withdrawn from the university are as follows:
      1. The full credit fee is provided only for the student who has withdrawn from the university before the start of the withdrawal period and the addition of that semester according to the university calendar, provided that the duration is not less than one week from the date of registration.
      2. Reply (50%) From the credit editing fees only for the student who withdrew from the university during the first month of the start of the withdrawal period and in addition to the first and second semesters according to the university calendar and according to the rules.
      3. Reply (50%) From the credit editing fee only for the student who has withdrawn from the university within two weeks of the start of the withdrawal period and the addition of the summer semester according to the university calendar.
      4. If a new student is registered after the beginning of the withdrawal period and the addition according to the university calendar and the student withdraws from the university within one week of the date of registration, the fees of the approved hours paid to him will be refunded in full only, but if the withdrawal is made after the first week of the student, the fee will be refunded (50%) From the approved hours if the withdrawal during the first month of the student's registration date should not exceed the period of the half exam according to the university calendar
    • The student who withdraws before the withdrawal period and who remains on the study benches is charged only the fees for the approved hours and if he wants to withdraw from the university, the fees for the approved hours are refunded only according to the ratios shown above.
    • A student who has withdrawn from the university due to an error in the admission or cancellation of the major is entitled to a full and duly fulfilled financial receipt, if the student wishes to study another major, the full financial receipt for the new major will be adopted.
    • The fees for the credit hours for the semester for the student who is withdrawn from the study are credited with a certified medical excuse provided that:
      1. Medical reports should be issued by medical committees indicating that the student is unable to continue studying and adopting reports from medical authorities at the Applied Balqa University.
      2. Withdrawal must be before the beginning of the period in which the half-term exam is conducted in accordance with the approved university calendar.
    • Tuition fees for students transferred to other public universities are transferred according to the university's instructions to refund the fees and according to the prescribed percentages.
  • Article (5) :
    • Transfer from one discipline to another or transfer from one faculty to another within the faculties of the university.
    • I'm not going to do that If the student moves from one college to another, the fees required by the student will be calculated on the basis of the fees approved by the other college and the new specialty.
    • In the event that the student accepted at the university moves from the other faculty within the university colleges, the value of the financial receipt will be based on the full amount of the financial receipt provided that the first college accountant explains the disclaimer after the student has benefited from the tuition fees.
    • The student will pay any differences any tuition fees required of him in the second faculty if the fees of the second college are higher than the first college and according to the rules.
    • Student tuition teams are monitored as tuition fees for upcoming semesters if the tuition in the new specialty is less than the amount paid.
    • It is not permissible to transfer scholarship students from one discipline to another with the approval of the motivating body and to achieve the conditions of transfer from one discipline to another.
    • If the student is studying at the expense of the university (granting the Royal Court) and wants to transfer from one discipline to another, it is required:
      1. The admission of the transfer from a higher to a lower specialization (according to the study plan and the approved hour lyced for the specialty).
      2. In the case of transfer from a lower specialization to a higher specialization (according to the study plan and the drawing of the approved hour for the specialty), the student pays the differences of the study plan and the hour fee according to the new specialization and the maximum study plan a new specialty.
      3. To achieve the conditions of transfer from one discipline to another and from one faculty to another in accordance with the study parameters.
    • To complete the transfer procedures from one specialty to another or from one faculty to another and in the terms of the transfer in force at the university.
  • Article (6) : Students dismissed from specialization or university:
    • I'm not going to do that If the student is enrolled in the university and has received scholarships from a certain party or a scholarship at a rate that does not cover the full tuition fees or for a particular semester, the student's fee teams are balanced for the next semesters and according to the due process.
    • In the case of the student moving from one destination to another, the previous credit hours he studied in the previous scholarship area are calculated so that the student has the right to benefit from the number of credit hours remaining for the study plan for specialization in the new scholarship.
  • Article (7) : Students in e-students at the university.
    • not going to do that If the student is enrolled in the university and has received scholarships from a particular party or a grant at a rate that does not cover the full tuition or tuition fees, the student's fee teams are balanced for future semesters and due to be due.
    • In the case of the student moving from one destination to another, the previous credit hours studied in the previous scholarship area are calculated so that the student has the right to benefit from the number of credit hours remaining for the study plan for specialization in the new scholarship.
  • Article (8) : Students receiving assistance or scholarships.
    • I'm not going to do that It is not permissible to double the semester between scholarships and assistance to the student and does not receive the assistance or grant received by the student, but is monitored to benefit from it during the study and when the student graduates the balance is transferred to the student support fund.
    • If the student receives financial assistance or sports reward from the university or a scholarship and is not benefited from it during the period of his study, it will be returned to him with the approval of the Financial Affairs Unit if the student completes the requirements of the study plan and graduates from the university and after being acquitted.
  • Article (9) : Special Study:
    • Not going to do that The student will pay twice the credit edited hourly fee due to his specialty if he is transferred to private school.
    • The student pays twice the original approved hour fee for his specialty if he is an emissary at the expense of any party and transferred to private study.
    • The exemption or grant will be returned to the student for the cancellation of the special study and according to the rules.
  • Article (10) : General provisions.
    • not going to do that The fees for the fees for the semester for the deceased student's families for the same semester are provided before the end of the semester and according to the university calendar.
    • No tuition fees will be refunded to students who leave the university once and for all after the university's disclaimer has been duly filed.
    • Students from other Jordanian public universities are allowed to study subjects at the university, with the student paying the university's free tuition fees.
    • The corresponding fee for the approved hour is approved for the student who wishes to register at another college (other than his or her original college) and if the student's admission to the parallel program is added (50%) From the hourly fees based on the parallel program according to the following:
      1. A student who studies on the regular program and wishes to enroll in another college within the university colleges pays the hourly fee for the program parallel to the original student's specialization.
      2. A student who studies on parallel programs and wants to enroll in another college within the university colleges pays (150%) From the hourly fees approved for the parallel program of the student's original specialty.
      3. Students studying at the university's expense pay the fee difference and the materials registered are counted from the student's study plan.
    • If the student pays any amounts for the semester and does not register on the same subjects for the same semester, the full amount will be credited.
    • The student's balance is not refunded from any delegate or exemption from fees and the balance is used during the student's study period at the university and is provided in the case of withdrawal or graduation and when the student is discharged.
    • Allow students who have completed the requirements for a bachelor's degree to register with a study load of no more than (12) credit hours in a semester and one in accordance with the free tuition fees for the purposes of raising the gpa of the higher grade category.
    • Going to. Materials that are equivalent without a study of practical experiences or courses that are approved by the university are accountable by drawing the original student's hour according to his acceptance.
    • Full tuition fees (credit hours fees, services and any other fees) are credited or refunded to students enrolled for a particular semester and a subsequent decision has been issued as graduates of the pre-enrolled semester.
  • Article (11) : When a student is dismissed and re-accepted and transferred from one discipline to another, the fees required of him are as follows:
    1. The student who is dismissed from the major and is readmitted to the university is satisfied with all the fees required of him, such as the new student, provided that a decision is issued against him from the university.
    2. The student who transfers from one specialty to another at the university is not charged the fees of the new student but any differences required from him as a result of the transfer of hourly fees or any differences in services.
    3. A student who converts from admission to another (normal to parallel) or vice versa, the differences in fees required of him, whether hourly fees, services, application differences, admission fee differences or any other differences, are met.
  • Article (12) : The Rector, the Director of the Admissions and Registration Unit, the Director of Finance and the Director of the Computer Center are responsible for the application of these instructions.
  • Article (13) : The rector shall decide on cases where there is no text.
  • Article (14) : These instructions cancel out any other instructions that conflict with them.
